It would have been faster to launch as an unregulated stored-value card and sort out licensing later. We chose not to, because a transit payment card that people reload with real money is, functionally, a small bank account.
Becoming an NRB-licensed Payment Service Provider before issuing a single card meant a longer runway before launch, but it also meant every rider's balance is held to the same regulatory standard as other licensed payment providers in Nepal — audited reserves, mandated security controls, and a real complaints process behind it.
